Question by Mickael: Can a 15 year old have sex with a 16 year old in Florida (USA)?

My friend and I got into an arguement over the Florida Legal Age of Consent in regards to a person under 16 having sex with someone 16 (15 year old male 16 year old female) The florida laws state a 16 year old can have sex with a Adult under 24...Does that mean that it is illegal or legal then for someone of 15 to have sex with a 16 year old? Please Post references as i have riding on this and he is a stubborn person.
